Leigh Reid Hope is a graduate of University of Georgia with the major in International Business. She was previously the Vice President at First Union National Bank, but is now the owner of First Trust Mortgage, and Woof Gang Bakery and Grooming. Leigh has lived in Pawleys Island for 19 years and has fallen in love with the community. She has raised four wonderful children with her husband, Donald Hope. When she is not working, Leighenjoys reading, walking on the beach and spending time with her family.
Buffy Patterson, VICE PRESIDENT

Buffy worked 16 years in government on the county, state and federal government Level in the capacity of law-enforcement and in negotiating contracts on the Federal level. In 2005, Buffy began a career in real estate and co-founded Trading Spaces Realty.
Buffy is certainly known for who unique and inspirational artwork. She says it is her therapy. Buffy recently opened Sage & Salvage next door to Starbucks that features art, items that calm and cleanse, and some wonderful salvaged item.
Buffy and her husband, an army veteran, moved to the Lowcounty in 1986. She has been involved in many affirmative action committees, along with federal campaigns and fundraising in many capacities.

Edward Jones
As a financial advisor with Edward Jones, I believe it's important to invest time with my clients so they understand what they own, why they own it and how much they pay for it. I want to understand what's important to them and partner together throughout their life to keep them on track with their goals. We do this by using an established process to build personalized strategies.
I started with Edward Jones in 2019, after being an Edward Jones client for almost five years. I became a financial advisor because I experienced first-hand the difference a solid strategy and sound advice can have on a family's long-term security.
I am originally from New England, and graduated from The Citadel. While in Charleston, I met my wife, Shawnee, and we lived in Greenville, SC, prior to moving back to the beach in 2014. We now live in Pawleys Island with our daughter, Patsy Kate.
Having served in the United States Marine Corps, I support organizations that make our community special. I enjoy being out in the community, and am active with the American Legion, Georgetown County Chamber of Commerce and Waccamaw Elementary School PTO.

Elizabeth (Woofie) McClary, TREASURER
FRANK’S RESTAURANT & BAR
In 1988, Salters and Elizabeth McClary opened a restaurant and named it Frank’s after Mr. Frank Marlow. In 1992, the McClarys took over the house behind the restaurant where Mr. Marlow’s mother once lived, and turned it into Franks Outback. The Frank’s campus continues to grow.
In 2020, Elizabeth and the McClary three Daughters, Leldon, Marguerite and Emory, started Pawleys Island Gourmet Snacks (PIGS), a women-owned small business, to package Frank’s favorite artesian and locally made items. The first of soon to be of many is Frank’s Pimento Cheese located in several grocery and retail establishments in the Carolinas.
Today, 35+ years later, the McClarys still love the restaurant business and and gourmet food business and are constantly working to keep Franks one of the best restaurants in the Carolinas.
Elizabeth is a retired, award winning Tri Athlete. She has been very involved with Lowcountry Day School and Smith Medical Clinic.
Ashley Desmarteau
Ashley’s career has spanned from Corporate Contributions and Foundation Management with Fortune 100 company, Intel Corporation, to the Charleston Chamber of Commerce and ownership of a small franchise home care company in Pawleys Island, then expanding that company to 5 locations across South Carolina after joining the corporate team.
Her “Solutions” approach was born after working with families who needed more than just a caregiver in their home, including her own Mother, but who needed not only patient advocates, but also a full team providing creative, compassionate and solution based services. She opened her office in Columbia in March 2022 then in Pawleys Island in January 2023 and has plans to continue to expand the brand in 2024 so that all families will have the resources, expertise and solutions available for their loved ones.
Community service has always been a passion for Ashley, and since moving back to South Carolina she has been an active volunteer and board member. She and her family were very involved in starting the Junior Sailing program nearly 10 years ago which has grown and thrives under the leadership at the SCMM. She served as the President for the Pawleys Island Rotary Club, two years as the Mission Chair for the Alzheimer’s Association, on the Executive Board for the Tidelands Health Foundation for the last 7 years, and was selected to join the Board of Directors for the Smith Medical Clinic in 2022 where she serves as the Chair of the Development Committee.
She enjoys traveling with her family and friends, and is always looking for the perfect sunset. She & husband Noel have been married 28 years and have three amazing grown sons who will one day get married and give Ashley perfect grandchildren!
David Gilbert
SERVPRO
David is a sales associate with SERVPRO, Fire and Water Restoration of Horry and Georgetown Counties. A native of Myrtle Beach , David graduated from Wofford College He currently lives in Pawleys Island with his wife Jane where they are members of All Saints Church.
Kathi Grace
A native New Englander, Kathi traded ski boots for flip flops relocating from Vermont to Pawleys Island over 30 years ago, as Director of Marketing & Sales for Litchfield Beach & Golf Resort: a premier resort along the southern Grand Strand. She became Assistant General Manager of this 4-star resort property, before agreeing to market Myrtle Beach National Company’s collection of 13 award-winning golf courses, stretching from the NC border to Pawleys Plantation.
In 2011, Kathi expanded to the Sales side, which had grown to 22 golf courses and supervised an 18-person Sales staff with a centralized call center, integrated websites and live chat web service under Founders Group. Under her leadership the Tee-Time Central call center would expand to provide Call center and marketing services to courses in Hawaii, California, Arizona, Canada and more.
The Corona-virus pandemic would shake the Grand Strand golf business in March of 2020 and Kathi took a break from the industry before being led to the non-profit sector. She would join SOS Care in January of 2021 and become the Director of Marketing and Events for this disability service provider who answers the call for help when a family receives an autism or intellectual disability diagnosis.
Kathi has held a number of non-profit Board of Director positions. She has served several PILBA board positions over have years. A 30-year Rotarian and Paul Harris Fellow, she believes #ServiceAboveSelf and has served as Rotary president for 3 terms and was voted Rotarian of the year.
When not involved in the community, Kathi, her husband Terry and daughter Emma reside in Litchfield Beach, SC.
Lorraine Hoover
Lorraine is a member of the Kaylor Wealth Management Group of Wells Fargo Advisors, which assists their clients with their financial goals by addressing their clients’ investments as well as developing a complete investment plan for them. Lorraine formerly practiced as an estate planning and tax attorney and served as in-house counsel for a bank. When she is not assisting clients in the office, she enjoys attempting to play golf with her husband and long walks on the beautiful beaches that Pawleys Island has to offer - in order to decompress from attempting to play golf.
Lisa Hutto
My family and I moved to Georgetown in August of 1999 when my husband, Tripp, opened up his solo law practice. He had grown up in Georgetown and felt that his hometown would be a great place to do it, which proved to be so true. Our two children, Logan and Hank, began their education at Lowcountry Day School and then moved over to the Waccamaw schools where they thrived at all schools. We quickly joined All Saints Church and have been members there for many years where I’ve served in various roles on the praise team, the choir, the prayer team, Good News Club, and currently as a cook for Island Grace Café.
I have worked in the insurance industry since I was 18 years old in every facet of the business from underwriting to claims and, for more than twenty years, as an insurance agent. After being employed with Frank Siau Agency in Georgetown for over 18 years as an insurance producer, I’m now with Anderson Insurance Associates in Pawleys Island where I’m so excited to be working in and being a part of the Pawleys island/Litchfield community.
Since moving to the area in 1999, I’ve served on many boards, associations and non-profits. From 2001-2003, I was the executive director of Easter Seals for Georgetown and Horry Counties. I’ve served as officers for the parents’ associations and PTA’s of all the local schools where my children attended. I was a founding board member and past chair of the Students in the Words Released-Time Bible Class, the past board chair of the Georgetown Family YMCA, and am now serving as the board chair for Saint Frances Animal Center.
I’m thankful to be a part of PILBA and would be honored to serve as a board officer. I believe that my past knowledge from serving on other boards as well as my fundraising experience would be an asset to the organization.
Ellis O'Tuel

Ellis lives in the Waterford Heights neighborhood of Pawleys Island with his wife Jan and their dog Minnie. They are the parents of Jacob of Pawleys Island and Michael of Charlotte NC. Ellis’ hobbies include fitness, golf, running, beachcombing and studying history.
As the owner and principal of Hammock Wealth Management in Pawleys Island, Ellis has focused on helping individuals, families and small businesses achieve their financial goals through a comprehensive planning process.
Prior to this career change, he helped run O'Tuel Cotton Company, the family agri-business located in Marlboro County, SC, as its general manager for fifteen years. This has given him a unique perspective in understanding the needs and issues of businesses and their employees.
He is involved in charitable endeavors primarily by recently serving as a board member for St. Christopher’s Children for ten years. This organization supplies clothing and orthodontic care to disadvantaged children in Georgetown County. He is also an active Rotarian with the Pawleys Island Rotary Club and is a Paul Harris Fellow and Past President. He was awarded Rotarian of the Year for 2017-18.
Ellis' current charitable activities include serving as a board member for Friendship Place, a Christian non-profit that serves meals and life-coaching to Georgetown County disadvantaged residents. One of his main passions is serving in Kairos Prison Ministry as a volunteer team member. This non-denominational program is a vehicle to spread the love and forgiveness of Jesus Christ to incarcerated individuals at Lee Correctional in Bishopville SC. He was recently selected as Recruiting Coordinator for the group.
He is also an avid supporter of the Harbor Historical Association and the South Carolina Maritime Museum in Georgetown.
He and Jan have been an active members of All Saints Church since 2019 where he participates in Men's Connection, serves as an usher and helps deliver meals to the less fortunate as part of Island Grace Mobile.
Christy Whitlock

Christy Whitlock is a licensed REALTOR® and multi-million dollar producer, a Certified CHRISTIE’S International Real Estate Luxury Specialist, a licensed pharmacist, and a yoga instructor In addition to her Real Estate sales Christy is one of three founding members of Winyah Hospitality, LLC an entity involved in the development of two luxury, boutique hotels in South Carolina. The George, a 56 room boutique hotel located on the waterfront in Georgetown, SC and a 50 room boutique hotel, located in Camden , SC. She, along with her two partners have successfully been awarded, unprecedented, collaborative local municipality investments for both project, promoting City Development and revitalization.
Originally from Andrews, South Carolina, Christy and her family spent their summers on Pawleys Island. She fondly remembers playing with her sister and brothers all day, then being called back to the beach house by the smell of the Shrimp Pileau her grandmother was cooking for supper.
Her childhood on Pawleys gave Christy a true appreciation for the Lowcountry lifestyle. Christy attended Coker College for 2 year on a Volleyball scholarship and completed her pre-pharmacy requirements, and later Graduated with her B.S. in Pharmacy at MUSC in Charleston, South Carolina. Christy has been and active pharmacist for many years. She and her husband, David, currently own three senior living pharmacies that service approximately 8000 patients in nursing homes and assisted living centers within North and South Carolina. She has been involved with and/or managing her family’s real estate assets since the untimely passing of her beloved mentor and Dad, Charles Cooper. In 2018, she and her siblings purchased The Lachicotte Company, a staple in lowcountry Real Estate where she accepted the role of CEO.
Most days, Christy can be seen before daybreak, driving over to Pawleys beach with her two Golden Doodles rushing to meet the sunrise. She and David are the proud parents of their three beautiful children and enjoy their time working and living on the Waccamaw Neck – they wouldn’t want to live anywhere else.

Kim is a highly disciplined marketing executive who has the ability to see the “Big Picture”. She is a proven leader with more than 30 years of marketing, advertising and promotional experience. Kim has strong strategic planning skills; organizational abilities and extensive experience in helping companies build brands and effective communications programs. Kim has made a career and life along the South Carolina coast for over 30 years.
